Difference between EBay dispute and Paypal Dispute?

Does anyone know if there is a difference here? I know that if a seller has a No refunds policy it is difficult to get your money back via eBay so would a Paypal dispute then be the next course of action? I'm slightly confused.

it makes no difference regarding a sellers refund policy - if eBay or paypal rule in the buyers favour they will get their money back. Where did you hear a sellers refund policy made any difference?

the only difference is that with an eBay dispute eBay themselves can give a no fault refund from their coffers, buyer keeps item, seller keeps their money and nobody is at fault.

Once you have opened an Ebay dispute you cannot then open a Paypal dispute for the same item and vice versa.

"No refunds" is meaningless on Ebay, a buyer can get their money back whatever a seller chooses to write on their listing.
Ebay generally rule in the buyer's favour in most cases anyway.
