Collection only from UK but person lives in Sweden. Help

I listed a BNIB Mini Micro scooter By it now £40 collection only from Birmingham,UK. It sold to someone in Sweden . I sent them a message saying it was collection only but have heard nothing. No payment (thought they may try Paypal) or message. Anyway I've had a bill off eBay for £4.40 for listing the item! Do I have to pay them? As I haven't really sold it. What can I do next? The buyer has zero feedback, anyone got any advice?

Contact eBay and ask? You shouldn't have to pay the listing fees considered someone has basically just mucked you about though.

email buyer and ask them to agree cancellation of transaction or you could wait four days and open non paying dispute, if you did not block overseas bidders they are not blocked ie tick box saying "block bidders in countries i do not post to"

just let them know, you never get listing fees back but you will get the fianl value fee back ie you will get the £4 which is 10% of £40 back but notr the 40p it cost to list though if you win non paying bidder case you can normally re-list for free

after 4 days opened a non paying bidder case to get your fees back. Then once closed you can relist and also block bidders from abroad if you want.
