Just sold an item on eBay. Buyer hasn't paid but contacted me to say they had placed bids on 2 items that were the same and now they don't want mine. I said that was fine since they hadn't paid for my item and I relisted it. Am I ok to do this?

you need to cancel the auction or do a non performing bidder dispute to get your fees back too

You are allowed to relist as the sale hasn't completed. You might want to make something of it with the buyer by reporting as non-paying buyer in order to get the fees back, as already mentioned. I've been caught like this but let it go as it wasn't worth it for the small amount of fees (free listing weekend). It is pretty rubbish behaviour from the buyer though.

Thanks! I took the listing off, went through the resolution centre, told the buyer what I was doing and gave another bidder a second chance offer. Hope I can get the item sold now.
