What is the longest second class can take to arrive?

I bought an item on 13th April, and paid there and then. It was marked as dispatched on the 16th and still hasn't arrived. eBay says estimated delivery was between 23rd and 25th.

I've sent two messages to the seller asking when they sent it and informing them i still don't have it and have heard nothing back. The seller also only has 3 feedbacks.

So how long should I wait before asking for a refund/opening a case against them? It's only a small amount of money but that's not the point.

I would open a case now to be honest, you can always close it if item arrives. You need to wait to escalate it anyway so best get opened now I reckon.
