Buyer wins my item 2-3 weeks ago.
Pays item cost via paypal, but not postage.
I email to check if they are going to collect, as address is opposite end of country.
I hear nothing in reply.
I wait.
I email again. I hear nothing.
I refund the cost, explaining that she needs to pay that and the postage.
I get fed up and lodge an unpaid item thingy.
Buyer, who has now has a refund, emails to say 'post the item and then I will pay the postage'.
I reply that she must pay before I post!
No reply.
Ebay close the case and credit my fees back to me
The same day, I get notification from paypal that she has paid me the winning amount and postage.

I have refunded he, explaining that the case was cancelled. I don't want to sell to her outside ebay, even through paypal, as she seemed really suss to me.What if she tries to reclaim the money? Was I right?

I guess she paid you direct using Paypal, not using Ebay? Did she even mark this last payment as gift? Or did she manage somehow to pay you thru Ebay?
You've got to refund, but take note not to refund any fees Paypal may have deducted.
I wonder if there's a way to block Paypal payments from certain people. And put her on your blocked bidders list, too.

If you have refunded correctly via paypal there won't be any fees anyway?

I would have sent the item to be honest - if she had paid the correct amount, as long as sent with a signature you would have been protected.

Yes, straight through paypal, but under the bit where you an add a message she copied the listing title. I'm not sending signed for - she only paid for 2nd class! Its very low value anyway.
