Seller refusing to sell!

I have just won an item on eBay. The seller contacted me to say her partner lived near by, so I said if he could deliver it, that would be great......She then asked me to pay an even greater amount than I won the item for and the postage combined via paypal! I said I wouldn't do that, but would happily pay the winning price and the postage and she could send it.....She then said no, as she wanted to get more money for the item. I asked her why she didn't just put a high starting bid on and she replied that she was worried it would put people off bidding. I have remained pleasant throughout...But she is still refusing to send the item. It is not really about the money....In actual fact, the item was won for £5.50 and the p&p is listed as £4 and she wants £10, so it is only a matter of 50p, but it is the principle. I don't think it is a fair way to behave, so I'm not budging!

I had a look at her feedback and it seems that she has done this before (I stupidly didn't check before bidding.) I am annoyed for obvious reasons, but also am not sure what I can do. I am not at all bothered about not getting the item I won, but feel that I want to warn others about this seller, but don't know how I'd go about this.

Does anyone have any advice?

Can you contact eBay? Also I think you can leave feedback for items you don't receive. I did this in the past when a seller listed something on a buy it now then didn't have it in stock.
Hopefully someone will come along who knows more than me!

report her as a non performing seller to eBay - copy them her emails. She will get a strike, and you can leave feedback to say she is refusing to sell also.

This happened to me. I raised a case with the seller through the eBay website. It took a minimal amount of time (you have to type a v brief explanation of what happened) and they took action and replied to me within 3 days. They do not tell you what action they have taken against the seller but at least you have the satisfaction of knowing they have done something.
And yes you should leave feedback too.

You can only open a not received case if you have paid - otherwise it is neg feedback and low stars only
