Overseas buyer just bought large heavy item

Ok I am really cheesed off. I was selling a large amplifier. It was collection only, cash on collection and I put a reserve price. It has just been bought by someone from Hungary.
Looking at their feedback they have bought from the UK and arranged couriers.
I am not happy, unless I can get them to mutually withdrawn which will mean I still have to pay the reserve listing cost, I will have to allow them to arrange a courier and pay Paypal costs. I am so cross I feel conned.
I though my ebay was blocked to overseas bids.
Is there anything else I'm missing?

If the auction says cash on collection tell them that you'll be expecting cash from whoever collects it.

The description says cash on collection. Is there away of blocking PayPal payments as I have never seen one?

no there is no way but if they pay by paypal refund then ask for cash. also you need to physically stop overseas buyers by adjusting your settings

Thanks fergoose, I have just reset my account. I though I was blocked as I had alter settings to allow a bidder from the Ukraine to bid.
If I refund do I still pay the paypal charge?

no - just log into paypal, click on the payment itself and scroll down and hit refund - then no charges for you.

Thanks for the help. The buyer appears to have a UK based friend/colleague who collects and pays cash. Obviously well organised but very sneaky.

I haven't sold on ebay for a while and judging by the contact from other countries I might have to consider selling to Europe as you seem to get very low prices from the UK these days.
