International delivery. How long does it normally take?

Okay, so I've ordered an item on the 14th February and she's shipped it on the 16th. It's an item of clothing and it cost $29 so borderline for the customs threshold. Assuming it's stuck at customs. How long would it normally take to arrive?

Yes dizzy. Connecticut. Is that 10 -14 days even if it's held up at customs?
