Please help with a really frustrating ebay problem - goods not arrived and seems I can't claim!

My son bought a jacket on ebay paying by debit card . He has a paypal account but didn't use it and paid with my dh's debit card.

The jacket didn't arrive and it now appears that the listing has ended early ( it was a listing for multiple items) as the seller has no more items. Reading between the lines then they took the payment but have not more jackets and are not intedning to refund the monies.

The problem is that I cannot open a case on ebay as althoughh ebay buyer protection policy says they'll try and help even when paypal not used and to open a case in these circs when I try and do so it just says I have to open a paypal case. To make it worse the ebay payment summary says he paid by paypal when he didn't. When trying to open a paypal case it doesn't recognise the transaction number and says no payment via paypal was made ( which is true).

The only clue I have is that it says payment was made via a guest account at paypal , I thikn this may be cos the payment was made from my dh's debit card who is not the paypal account holder.

I can't get a phone number f rom ebay and can't even open a case or at least report this seller!!! Heeeelpppp

I think you will need to contact PayPal themselves and see if you can do a chargeback
