Sellers not being able to leave negatives - grrr

We're currently trying to declutter the house a bit so doing a bit of selling on eBay. DP sold an item to a buyer who hasn't paid. This person has about 90-odd feedbacks, 100% positive (due to sellers not being able to leave negs anymore) but almost all saying 'doesn't respond to emails and doesn't pay, report for non paying' etc. Why is this person bidding on so many items but then not paying for them? Why haven't they been booted off eBay? Would someone just do this over and over again to irritate people? Confused

because lots of sellers don't file non paying bidder reports probably

If they don't file reports, buyer doesn't get any strikes and they hold onto their account

Don't leave a neg comment for them on a pos rating by the way - it can be removed and you will get a slapped wrist - is not worth it.

Thanks fergoose - we won't leave a positive with a negative comment. We're waiting a few more days and then reporting. I was surprised that nearly all of their feedback does consist of them though, I thought they would have been removed too.
