Help please, can a refunded PayPal payment be taken back?

I am a little confused. I won and paid PayPal for a toy which never arrived. Sent various messages to the seller as I fully understand that people may have problems posting etc but received no replies.
I opened a case, still no contact from seller.
Then had a notice from PayPal that I had been refunded some money. This was not the exact amount I paid, around 60 p short.
I didn't close the case with eBay as hadn't got round to it and was also a bit peeved that they hadn't paid me back in full. I know it was pennies but it's the principle :)
I have now had a message from eBay saying the seller has been in contact and they have found in their favour and won't be refunding me.
Is this because they have paid back ( most of it ) already or can they take that money from my PayPal account?
Also I have never left negative feedback, but I am most annoyed at this seller. I'm fairly certain they are going to relist as they have realised they could get more money if they advertise as Happyland, which they didn't initially.

it never arrived and paypal found in the seller's favour? I am sure they can't take it back, it was a refund you received from the seller and not a payment wasn't it?

I would phone paypal if I were you or go to eBay live chat for help - seems not right.

Could it be that paypal has charged you their fees? It is 7.5% I think, so would that make sense with the full amount?

It was eBay who says they found in sellers favour, but she had already refunded via PayPal.
Is there a difference between a refund and a payment?

You can only have one dispute running, i.e PayPal or eBay not both. The seller never actually refunded you they sent you a payment via send money, when someone does this and does not use PayPal funds you pay charges on the received monies. It cannot however be recalled. Thus it is now yours.

I thought they'd refund the full amount, but I remember way back someone complained that I refunded them 50p short which I hadn't! Then we realised it was the paypal fees. For goodwill I gave her the extra money, as I wanted to keep my 100% feedback score.

I thought if the seller sent you a payment instead of refunding you correctly, they could do a not received on that payment and claw the money back that way? Hopefully I am wrong.

If the seller sent you money in eBay and paypal's eyes she hasn't refunded you, she should have refunded you via the original paypal payment and you would not have been charged fees for this

It still doesn't explain why eBay found in the seller's favour though?

The only way the seller could get it back is if they chose they were sending the money to pay for GOODS.

why did ebay close the case in favour of the seller - what did they say. Did the seller give a tracking number?

The seller has refunded you incorrectly - they should have refunded the original payment, not sent you a separate new payment

This is what I received from eBay

Customer Support has reviewed the case and made a final decision. We've considered the case carefully and decided not to issue you with a refund. We're sorry this didn't work out.

Decision:
This case has been decided in the seller's favour.

Comments:
We're sorry you have a problem with your purchase. For more information about this case, please refer to the email we sent you.

The only other email said that the seller had contacted them and they were looking into it.

I've looked in the resolution centre and I think it's because I didn't immediately close the case when I got the money back.
Hopefully that's the end of it and my refund/payment is safe.
Still not sure whether to leave bad feedback or just leave it though.

I would ask eBay live chat if i were you - it doesn't seem right at all.

go here and use live chat

ask them why the case was closed, say seller has not refunded you

They should refund you properly and then you can refund the incorrect payment back to the seller
