Described as excellent condition, but not!

I've just received a dressing up outfit which was described as excellent condition, but it is covered in grubby marks.
Being a very scaredy, non-confrontational kind of wuss, I was just going to wash it (although it says sponge clean only) and take my chances, but do you think I should email the seller, and let them know I'm not impressed?

email the seller first and see what they say - don't wash it yet. Once you wash it then you are accepting it. They may give a partial refund. It is eBay regulations that items are sent out clean and laundered if necessary. Tell the seller it is not worth what you paid, if you had known it was going to be in that condition you would not have paid as much as you did?
