Buyer has paid for item but not for postage and packing

I sold a baby item for 99p, p&p was £1.99. The buyer paid, but only the 99p. They must have manually changed the p&p to nothing. I emailed to ask for the p&p before I post it, but I've not heard anything back yet (was only this morning though). Do I need to send another invoice so they can pay or can they do it anyway? What do I do if I hear nothing as they have paid me some of the money?

Assuming they weren't hoping to collect it, you need to refund the money via PayPal, then send a new invoice via eBay including the P&P. There's something in settings where you need to tick no to allowing buyers to edit invoices. I don't know how to find it though.
