Item not arrived/seller says he'll refund – but still hasn't

Bid and won xbox game and paid for it straight away. Seller dispatched recorded delivery but it hasn't arrived. Contacted seller who said he would find out what had happened. Still no sign of item, so re-contacted and asked for refund ? which seller has agreed to do claiming this has happened to him a couple of times and it takes ages to claim from the PO. This was a week ago ? and still no sign of a refund.
His wording was 'I'll refund asap'. Is he implying that he'll only refund MY money once he has HIS from the PO? Is my next step opening a dispute as it's been nearly a month from the start? Thanks

yes, you now need to open a dispute

You only have 45 days to open a dispute, do it now via the eBay resolution centre if the seller cannot prove receipt via online tracking you get a refund.
