Basically won this early feb - I was a pissed to see it was posted second class over a week later but never received. I've contacted seller an they responded 24th feb that it was sent about 2 days after I won it (well, from the sent icon it seems it was posted a lot later) - she'd look into it.

I've not heard back.

Do I contact again or just put in a dispute at this point?

You put in a dispute via the eBay resolution centre, if the seller cannot prove delivery via an online trackable method you get a full refund.

The refund is paid via eBay in some cases to the email address registered to your eBay account, it does not go to your PayPal email address if that is different, so you have to ensure you have the correct email address in your PayPal account, you can add up to 8 email address to your PayPal account.
