URGENT! Why won't ebay let me change my listing to allow European postage?

I have someone in Europe wanting to buy one of my items. I am willing, but when I go to revise my listing to allow them to bid, I can't get ebay to offer me the option of international posting. Why not?

Anyone? Please? I have tried contacting ebay and there is a 17 mnute wait to chat to someone. The problem is I cannot get my listing to change from "no international postage" option even though I can list international postage prices and even alter my list of excluded destinations.
