Is it possible to verify a buyer in Ebay?

Am selling a fold up bike on Ebay, it's in fairly good nick but the write up is honest and it does need a bit of TLC. However, we've had this one guy who's bid on it and really upped the price on it and it's got 4 days left, to be honest I think he's taken the price over what it's worth, particularly when you read the description. I've checked this guy's feedback and he's only got a rating of 14 and last time he purchased on Ebay was in 2007. Is there a way of confirming that he's a genuine buyer? For some reason this really reeks of dodgy to me. We could really do with the cash and I don't want to lose the sale because of some idiot.

You can block him (or any member) but I don't know if you can do this once he has bidded. Also, you can also offer to nearest bidder if he fails to pay. HTH
