How long do you wait for an item?

I won an item over 2 weeks ago now and have still not received it. It was being sent 2nd class non recorded. I emailed the buyer and received a response saying that the item had been delayed at the post office.

When is an item officially classed as lost and what do I do next?

Thanks

you have waited long enough. Contact seller again and ask for a refund. The seller can claim from the RM but they must refund you now and not keep you waiting. they can claim from the RM after 15 working days, but that doesn't mean you have to wait that long.
If they don't refund then open a paypal dispute and you will get your refund.

If it's an item that wouldn't fit through your letterbox it might be an idea to contact your local sorting office to see if they are holding it for you - the postie doesn't always leave a card
