CMS seem useless

I was hoping if someone could give me, or rather my son, some advice on how to escalate things with cms or any advice at all really.

The situation is that my son is waiting for his divorce to become final which should be any day now. He has a court order stating that his 13 year old daughter lives with him and has only limited supervised contact with her mother. No overnights. My son has gone to cms and asked them to arrange payments from his wife to himself. She is working and earns slightly less than he does. He has provided cms with her employer details and the address where she is currently residing. They seem unable to proceed because they say they cannot verify her address. This has been going on for over 12 months. He phones them every week to chase but he is not getting anywhere. Has anyone any advice at all? Tia

There is a complaints procedure. Also it could be worth him raising it in writing on the CMS portal rather than on the phone. Keep copies of what is sent.
