Is stbxh confused?

Ok so petition submitted 2 weeks ago on basis of 2 years separation.

My solicitor has now received a letter from him saying he withdraws consent.

This is the bit that confuses me.
He offered to pay half court fees a while ago. I told him my full fees are £1500 and I've now had a letter from his solicitor saying he refuses permission for the divorce unless I accept £750 towards costs of divorce?

Is he confused? Why is he offering to pay more?
My solicitor has told me to accept. That it doesn't affect anything that happens after this.
Things have got stressed and we no longer talk or have contact except in an emergency about the kids. This won't change regardless as the financials won't be smooth sailing.

Don't look the gift horse in the mouth. Accept his offer and let him pay half your costs. Seems strange but hey it's his financial loss not yours.

Lol that's exactly what my solicitor has said and she's accepted his offer.
He's trying to do everything Unrepresented and only getting a solicitor to write letters not give advice which means he's not really understanding things.
He paid £70 for a letter that basically just said "yes I agree to 2 year no blame divorce" when he just needed to reply yes to the email from my solicitor.

We are currently not speaking as it got infuriating for me trying to explain things

He deals directly with kids for visits.
