D81 form - State benefits

Hi, I am in the process of filling out section 7 of my D81 and I am unsure what state benefits I need to include. I have included the CTC and CB and Child Maintenance. Do I also need to include things like Housing/benefit, ESA, PIP and utilities under my liabilities?

Any help would be greatly appreciated.

Housing/benefit, ESA, and PIP are all benefits.

Utility costs are one of your liabilities, yes.
