So, divorce has dragged out for 4.5 years and counting, held up by him. Now going through court but resolution still a long way off. I have stored his personal belongings all this time, and he plans to come over, when he buys his own place post divorce, to sift through and pick up what he wants of his stuff.

I want it gone. I offered to pay for a courier to take it all to him, but he does not agree. Where do I stand?

If he’s still on the mortgage then this isn’t unreasonable.
BUT box his shit up (carefully), remember to photograph everything as you go) and keep the boxes safe.
Once the divorce is final/ his name is off the mortgage, give him 48 hours written notice to collect it or it will be sat outside your door for another 48 hours before being disposed of to the local tip.

I'm not 100% but as I understand it, you have to give him written notice that he has 30 days to get everything out once the house is completely yours

I wanted to get rid now, not wait until the end of this never-ending divorce. So, is it absolutely essential I have to wait until he's off the mortgage?

Is there anything I can do to incentivise him to receive his stuff now? I want to send a man with a van, paid for by me, but he says he will refuse to receive it.

No, if his name is still on the mortgage/ deeds/ lease then it’s his house too and he’s perfectly entitled to keep his shit there.
Sorry.
