Prohibited steps - any experience/advice

Cross posted this in the legal area too, but thought it may get seen more here or someone might have some experience.

Friend has 2 DC with different people. DC1 settled in a contact agreement (50/50) and al parties happy.

DC2 has a couple of hours a week with friend at the say so of other parent. Friend is aiming for 50/50 here too eventually but was taking it slow and letting things settle. Other parent now drops the bombshell they want to move away. 3-3.5hrs away. Because they have family/friends there.

This would mean DC2 leaving behind their parent and only sibling here, and all extended family/school and everything they have ever known.

Am I right in thinking the courts wouldn’t be likely to agree this!l? It is in the best interests of the child’s other parent, but not the child. Friend would be happy to have the child full time or 50/50 if needed and has offered much more contact but other parent has refused this.

No experience but would definitely suggest taking this to court.
