Selling/moving on-complicated - advice welcome

Name changed for this but am a regular poster.

So we separated 2016 but lived together for a while, married 15 yrs, 1DC about to go to High school in Sept, with ASD.
As I ended the marriage, I agreed 50/50 split plus the extra deposit I put in with inflation in line with house value. He visits/stays when he wants as it's still half his. I obviously don't like it but can't do anything.

Once DC has settled I plan to move. However, I won't have enough to buy outright. I don't work atm and am on UC. I manage.

I am in a new relationship and we want to live together and get married. I could move into his council flat but that's a 30min drive away (not far but thinking of the school run implications). Plus I have pets. We have temp permission to have pets at the flat, hopefully will be extended. I could buy the flat as he's eligible for a discount. However, we'd have to stay minimum of 3 -5 yrs to keep discount-thus enabelling us to buy a house together. He can't get a mortgage due to debts and health issues. I would not be eligible for UC as I'd have surplus from current house sale. Don't want to live off it as need to put towards new house. Would he lose his benefits? Works p/t due to health.
My other concern is 3 yrs in a flat (no garden) and travelling to and from school. New partner would help though.

Is there anything I've not considered ? Is my plan unreasonable ?
