I'm not sure it'll make much difference. I cycle (a lot) - most drivers are reasonably considerate. Sometimes they make mistakes, sometimes I do. A few are arseholes, but I can't see a change in the law changing their behaviour. If you cycle on the road (as I do), you have to assume that other drivers may not have seen you or may cut you up etc. otherwise you'll be seriously injured (or worse). I appreciate the law trying to protect me, but I don't think it'll change anything day to day.

If you get a bike camera and forward the footage to the police it definitely makes a difference. Another cyclist who'd been cycling behind me did this for me earlier this year, as a female bus driver used to do that to me all the time when overtaking, the police went to the bus depot and we never saw the driver again. This was months ago and it made a difference then so I think it will be effective - it won't stop them but you can get them punished.
