Recommend face cream for 21 yr old cyclist with sensitive skin

Relatively new cyclist in London (21) with sensitive skin struggling with a dried out winter face. Any recommendations for cream she can buy easily in chemist or supermarket.

My mum, who cycled all over the world in all sorts of weather, used to swear by Elizabeth Arden 8 Hour cream.

If she wants something relatively cheap and readily available that's suitable for a sensitive skin, then getting and slathering on something like E45 might work.
