There is a proposal in the Civil Liability Bill to raise the lower limit for a small claims from £1k to £5k, to stamp out fraudulent claims for whiplash by car passengers/drivers.
Unfortunately, this will affect cyclists (& pedestrians, riders etc) who are unlikely to suffer whiplash and and whose claim for damages/injuries is likely to be under £5000. This limit will also mean they cannot claim for legal assistance.
There is an early day motion raising this issue www.parliament.uk/edm/2017-19/1140, you may want to ask your MP if they will support it?
