Does anyone know what sort of bike carrier this is or how to fit it?

We bought it a year or 2 ago when DD was little to go on holiday

Now I want to use it practically - it says 3 bikes under 45kgs would 2 bikes under 45kgs be ok?

If I can work out the make I can Google it

Do you think if I went back to Halfords they would be able to tell me how to put it on?

If you bought it at Halfords, I'm sure they should would help shoe you how to put it on. Just explain that you've lost the instructions. At the very least, they should gave a set of insurrection for you to look at - or remind you what the model is so that you can look for them on line.

2 bikes will be fine: just make sure that they're closer to the car (ie leave the outermost "space" clear)
