I know I should know this but which is correct

"Events, which have the ability to affect/effect outcomes"

I'm losing confidence I'm right

If the events have the potential to change outcomes, then it's "affect". If they produce outcomes (i.e. there'd be no outcomes without the events), it's "effect". The former seems much more likely.
