Nightmare neighbours

I have some really bad neighbours they have pulled a knife in my partner because they were sick out of there flat window and I'm on the ground floor underneath then and it went all over my window and no one came down to clean it so my partner went up and asked them to clean it to which the man upstairs greeted him with abuse and a knife when the police where called he screamed resisted arrest and it took 4 police to restrain him and he only got given a public order! And still is allowed to live above me since then I have had abuse about my.looks and my size spreading lies about me they also have had there children taken into care because there on crack he has smoked in my flat corridor to which the smell lingered into my home where I have 2 children and my son is autistic I can't even leave my house before fully checking listening and spying to make sure there no were to be seen last night he threatened to come through my house and "wrap me up" which I think means to use a weapon on me I had to phone the police again but he was gone before they got there I have been to the council and my mp I have actual recordings of everything but still can't get anywhere with my housing what can I do please any advise would be appreciated

Do they just have a restraining order banning contact with your partner or with you too? If you then if that person is calling out then they are breaching the restraining order and should be arrested. If not then ask the police to deal with it as harassment.

I havnt had a restraining order I didn't think I could do that as they live directly above me I must sound like an idiot but I've never delt with things like this before so can I just ring the police and ask for a restraining order

Sorry I misread your OP as restraining order rather than public order. The police can't just give them a restraining order but they could charge them with harassment then ask the court for a restraining order so they can't contact you.

If you are in a hpusing association flat then go to the housing association & soeak to the department that deals with neighbour violence & issues. Then go back to the police with your crime reference number & say you are scared & ask what they are doing /will do so you won't be subject to threata & intimidation. Make sure you tell them what has happened since & when. Log all events in a diary for both your housing officer & the police.
Then use this evidence for reapplying for housing. Get a letter from supportive professionals (if there are any around you & your family) & get all of the info, get an appointment at the housing dept to discuss your famipy housing needs.

Police do nothing in these situations all the neighbour causing harrassment has to do is claim you're harassing them and its he said she said
