is this Harrassment?

my niece has been having on going issues with new neighbours who moved in and instantly didn't like her
they have been trying to bully her and finally the other day she snapped when one of the was outside after my niece pulled up and called her a kunt then my niece said she wouldn't be bullied and the female started offering her out for a fight

the neighbour female was in a parcel force uniform

my niece called her work to report one of their employees who abused her whilst in her uniform

my niece said she did this because she is tired of being quiet about their bullying

now the neighbour has reported to police and ha as Harrassment
how can it be Harrassment if it did happen and when it is a non neighbour it is normal to do these things

was she wrong here i don't think so but since it's 3 people against her she looks wrong

have the police come round and given her a warning? If so they will have needed to have been presented with actual evidence of harassment. They will not just take someones word for it... even a few peoples words for it! There will also have to have been more than one incident reported to them for them to take action on it being harassment.. so her report to the neighbours work would not have been enough to act on alone.

Has your niece been sending the neighbours messages in any form? If she has then they could have used those as evidence of harassment.

no messages she doesn't have their number they have abused her in the street four different times
do you think it's wrong to report this to someone's work if the person was in uniform?
