Access to school funds

I wonder if anyone can help. I'm writing a novel in which (UK) school funds are embezzled. Does anyone know who has access to school funds. I've googled it but can't find an answer. Would a secretary or is it just the headteacher ? TIA.

State school or private school?

How are the proposing to do the embezzlement? Official credit/debit/payment card? Cheque? Bank transfer? Each of those will have slightly different anti-fraud measures (like second signature/authorisation or someone uninvolved with procurement reconciling the accounts). How much do you need them to be getting their grubby little mitts on? Is it a stream of false/inflated small purchases, or going large on a big contract (maybe a building project)? Or straightforward nicking, where the perpetrator doesn't mind if it's noticed once cash (and they themselves) are gone?
