I'm preparing some flyers to go out on behalf of the school PA and I'm getting in a muddle with where the apostrophe should go!!

School is called Downfields so should it be

Downfields Parents' Association??

TIA

Yes!

Not necessarily. The 'Parents' is descriptive or attributive, rather than necessarily showing possession. So no apostrophe is needed.

Downfields Parents Association.

TBH, I think you could justify either use. If you feel that the association is actually 'owned' by the parents, put the apostrophe in. If not, don't. I wouldn't worry. If you google you'll see examples of each usage.
