Considering a safeguarding report for my mother, any experiences?

I think I might make a report to the HSE in relation to safeguarding for my mother.

She is not looking after herself and I don't think she is capable of doing it. She has several complex medical needs, she is not taking her medication correctly. She is not attending her appointments.

She is back drinking after being in rehab earlier this year so that isn't helping.
I saw her for the first time in a few weeks over the weekend. She did not look well. Very pale, coughing, shuffling, uncoordinated, glazed, unfocused, saying 'uuummm' a lot. 'zoned out', shaking.

On the phone and in person she is repetitive as in a LOT. Forgets a LOT as well. Not just a little bit. Struggled get sentences together, not slurring, but getting the words.

I live 3 hours away, I'm an only child, I have 2 very young children. I have spent half my life trying to fix her. I cannot. But I really don't think she is safe alone.

Have any of you made a safeguarding report? I did post this elsewhere incase you think it is a ''bot''

I mean, you can do and absolutely should if you feel it might help. However, from experience they are unlikely to do anything other than offer support and care etc. she is at liberty to refuse it.

OK, I might call the public health nurse tomorrow for advice. I don't think she will take help. She will say she is fine and that 'oh all the doctors are so pleased with me, they said I am doing exactly what they want'
