Just that - is secondary the cut off? My 13 year old daughter wants to go this year

I would say 13 with her friends is too old. 13 with younger siblings is fine but realistically a group of 13 year olds are likely to be silly and possibly quite intimidating.

I think 13 year old with a mixed aged group including younger children- absolutely fine.
13 year old with only other 13 year olds depends on whether they are all dressed up enjoying it as they did when younger ok but if if just dressed in black with a mask they can come across as intimidating.
14+ definitely too old.

13 is a tricky age for this.

13 is fine! I think 16+ is too old, but assuming they're polite and say thank you then 13 isn't too old at all. They're still kids!

They do need to put effort into their costumes though - a mask isn't going to cut it at that age.
