From what I've read, it sounds like politicians and officials pursued a deliberate strategy whereby some people who were entitled to a free nursing home place were charged for it. Some cases were subsequently settled (where legal action was taken) but others (who didn't know they were entitled to free nursing home care or weren't in a position to take legal action) were never reimbursed.
