Motorway lane drill.

I'm baffled by how three motorways are used in Ireland. It seems that most drivers are adverse to using the inside lane closest to the hard shoulder and are happy to potter down the middle lane oblivious to the vacant lane to their left hand side.
This basically reduces the road capacity by a third since undertaking is not legal and backs up traffic that can only pass in the third lane.
Having spent over two years in traffic jams around Naas during the widening works to construct three lanes does does this driving practice frustrate anyone else or is it just me?

I see it everyday in England. It drives me nuts. The police are supposed to be cracking down on it but it's definitely getting worse.
I think in the USA (correct me if I'm wrong) they drive on the freeways in any lane.

Yes I have experienced legal undertaking and overtaking in a few countries and it works well.
I know there are issues with middle lane hogging in the U.K. it's on another level around Dublin/Naas sometimes you'd think that it's forbidden to drive in the inside lane!
I was taught to overtake and move back into the most left hand clear lane, make progress or pull in, my instructor would say.
