Travelling to Ireland - when do you complete a COVID-19 Passenger Locator Form?

I'm going to Ireland on Sunday with StenaLine Ferries and I had already completed a Passenger Locator Form a week ago.

Their website says
"The form should be completed online within 48 hours of your arrival into Ireland. Please remember to enter ‘N/A’ when asked for your ‘Flight of Ferry number’."

Does it matter if I've done it too early?

I was very confused by the wording (the thing I saw said 72 hours) so got my sister in Ireland to check (she has contacts). I think the legislation has just been updated so now it is no earlier than 72 hours before you travel.

Done and was checked at checkin, before boarding and on arrival in Ireland. Although queues at passport control were pretty long due to people not having their paperwork ready.

I'm going to Italy and couldn't see a time limit at all so filled in mine three days before. I've now seen that it's under 48 hours for some countries. I don't know why this is important though. Is it just for those countries where there's a PCR test to be done in a certain time limit?

I filled our passenger locator form 5/6 days before traveling and didn't have any problems getting on our Stena line ferry. They have lots of signs saying a paper copy isn't enough you have to do it online which seems blindingly obvious. We filled it out online and printed the resulting email and they were happy with that. We also printed the vaccine confirmation from the app, you can generate an email and we also printed our teens PCR test results.
