Would anyone know what the legislation is in relation to single sex/gender neutral toilets in national schools in Ireland?

There is none.

There are guidelines for primary schools, at least www.education.ie/en/School-Design/Technical-Guidance-Documents/Current-Technical-Guidance/TGD–021-2-Guidelines-and-Standards-for-Sanitary-Facilities-in-Primary-Schools-1st-Edition-April-2014-.pdf

The classroom sanitary facilities should be separated from the general classroom space by a full height wall/partition with no gaps at the top or bottom, and a self-closing door. A similar wall / partition should separate male from female WC’s.
