When to move into a Toddler bed

Hello,
I just wondered what is the best age to change from cot to toddler bed? Is 17 months too young?

Depends on the toddler imo, I have just made dd's cot into a toddler bed, however she has yet to sleep in it and it is in our bedroom.

I would worry about one that age in their own room getting up all the time.
