Need some advice for a friend please. If they reach state pension age and start getting a full state pension can they still receive the housing benefit they are already getting.

Yes,assuming no limpsum payments that become savings. Will need to update council,and they will update assessment,but should stay the same from what you say

They would need to update the council as to how much their state pension is and they would be expected to take any private pensions that they may have.

Would they still be exempt from council tax under mental health as they are now

They they can still get severe mental impairment disregard if that is what they already get.

Yes HB remains payable after pension age and, as the sum assumed necessary for a decent lifestyle approximately trebles after pension age, they may get more.
As above, capital from lump sums etc may make a difference.
