Council Housing, bands, hows it work?

I don't understand how it works.

With bands, if you are lowest band, even if it takes years would you ever get a chance of a property?

Can you bid if you do work but wages don't cover the private rental prices and there are zero properties to rent? It says you can only bid in local area? If circumstances change, ie the inevitable landlord sells can you update it?

It goes on need. Lowest priority have very little chance. If you have kids and became homeless, because of landlord selling, you would go up the bands.
