I don't understand

Today a post was deleted because it was about an Eco scheme (heating upgrades, loft insulation, etc) that was free to families with less than £31k per year because someone said "they're touting for business".

I struggle to get my head round this. If someone can get free work done on their own property or a rented property free of charge that will increase their quality of life, not cost the landlord a penny and save them money why on earth would someone complain about someone making a living?

I live in Derbyshire and there a huge pot of money that's allocated for this work to be done totally free of charge via the council and people are missing out on it because they think it's a scam or "people are touting for business". Originally you had to be on benefits but because the uptake had been so bad because people are so suspicious the parameters have now changed to people not needing to be on benefit just lower income. They can't give it away, so frustrating!
