Hi . I got 2 electric meters at my flat..1 is a prepayment meter which I been using since took over property...other is a normal meter that I was told has been de-energised.so not in use....I have now had a bill asking for standing charges on deenergised meter and I don't think I need to pay this.. am I correct ?
