Sorry, this might be a basic question but my brain is fried at the moment so I just need a sanity check. Is the attached saying that if I don't move to another fixed rate (when my current one ends) then I can only be charged 28p per kwh of electric and 7p for gas once it expires?

I've had a quote for a new fixed deal that's almost quadruple what we pay now (over £750 compared to the £200 we currently pay) and the standard rate is looking like it might not mean such a huge rise so I want to be a million percent sure!

That shows the average rise for the standard variable rate so the price you will be offered might be slightly above or below what the screenshot says. It will be very likely to be well below any fixed rate you are offered.

P.s. standing charges are also increasing under the price cap and electricity standing charge is now around 49p per day.
