Does anyone know about this scheme? Does it mean per family or per person I wonder?

I'd assume it's per adult. Otherwise if a relationship breaks down it would get complicated.

It's definitely per adult. I found out about it on another MN thread this week (re: Tories and their policies).

I'll definitely be putting in my full £4K when it comes in next year!

I also read that if the person starts in and them moved off tax credits for example, they would still be eligible for it.

Savings between 6k and 16k affect universal credit entitlement . Over 16k and you can't claim it at all.
I don't understand you tax credits point.
