Can you pay someone money using a credit card through paypal?

Pretty much that. My car is on its way out, and what I wanted to propose is that my Mum pay (a portion of the cost as I have some money saved) of a car... and I pay her back using the credit card through paypal.

Is that possible? Will I be fined by the bank or paypal. I'm running out of options financially... and the only other option is I go to a car dealer and buy car with credit card and pay my excess savings towards that... but car dealers tend to be a lot more costly...

Paypal fee 3.4%+20p

Not sure how your card issuer sees the transaction, maybe as per paying for goods.

c/c won't charge, but paypal will.

You can use PayPay 'gifted' to send money to family or friends, and then there's no fees, IIRC.

You can't "gift" from a credit card
