Covid pass (for travel) if you live in Wales

We're going to Finland and taking MIL, who lives in Wales. She's almost 80 so she's not really able to sort this herself and I am so confused. I'm sure I read somewhere that the normal NHS app doesn't apply in Wales but every link I click seems to send me round in a circle.

Can anyone please explain in simple terms what I need to do to help her sort his?

Looks like you can't use the app but can do it online

You can't use the app, and you need photo ID.

OMG I am talking an almost 80 year old through this process (over the phone) which involves getting her to take and upload a photo of her passport and next, she's got to video herself reciting numbers. Christ on a bike, I'm going to need a lot more than luck to get through this.

Yeah it's a heap of shit! We don't even live in sodding Wales but our GP/school/nearest cinema etc etc is in Wales so we have to get the Welsh passes and it's been a total PITA. DP doesn't have any photo ID so he basically can't get one, he can only get a paper one that's valid for 30 days but it takes ages on the phone then 10 days to arrive by post Hmm
