Is the theory that Johnson has to recall Parliament to do further restrictions? So this would not happen till 29th unless he claimed "emergency" which would be very hard based on current figures?

If they want to recall parliament they can and will.

The number of NHS staff off sick could easily be construed as an emergency. He could recall Parliament on Christmas Day if he wanted (but he won't).

My thinking is that MPs will be needing to return from wherever they went for Christmas so he will hopefully delay till then.

I think recall 29th earliest yes, technically could before but I think unlikely so 30th to pass 31st to come in earliest!
