Rule of 30 help?

Does anyone know if under 3's are counted in the rule of 30 outside? I know when the rule of 6 came in it didn't include little ones but I've looked online and I can't seem to find any answers!

If you are in England the rule of 6 also did include children of any age.

There's only a few more days of the rule of 30, I can't imagine anybody getting too het up this weekend over a 31st person.
